Safety has always been fundamental to tanker shipping. The nature of tanker operations, the cargoes carried, the complexity of vessel systems and the environments in which ships operate mean that effective risk management is essential to protecting people, assets, cargoes and the wider marine environment.

Today, however, the role of safety is increasingly being viewed through a broader operational and commercial lens. For tanker owners and operators, strong safety performance is not simply about meeting regulatory requirements or preventing incidents. It can also influence vessel availability, operational reliability, insurance exposure, customer confidence, crew performance and the long-term value of maritime assets.

This is encouraging a shift from a largely compliance-focused approach towards more proactive risk management. Instead of responding to incidents after they occur, companies are increasingly seeking to identify potential risks earlier, understand how different operational factors interact and build preventative measures into everyday decision-making.

For an industry operating in an increasingly complex environment, this approach can make safety an important contributor to overall tanker performance.

From Compliance to Prevention

Tanker shipping operates within an extensive framework of international regulations, industry standards and company procedures. Compliance with these requirements provides an essential foundation for safe operations, but effective safety management goes further.

A compliance-driven approach can establish minimum standards, while a proactive safety culture encourages organisations to continuously identify opportunities to improve. This means examining near misses, operational deviations, equipment performance, maintenance findings and crew feedback to understand where potential risks may exist before they develop into serious incidents.

The distinction is important. A vessel can meet all formal requirements and still contain operational vulnerabilities that require attention. Strong safety management therefore depends on the ability of crews and shore-based teams to identify these vulnerabilities and act on them.

This is where risk assessment becomes particularly valuable. By considering the likelihood and potential consequences of different scenarios, operators can prioritise resources and establish appropriate controls.

The objective is not to eliminate every operational risk, which is rarely possible, but to ensure that risks are properly understood, controlled and continuously monitored.

The Importance of Safety Culture

Technology, procedures and regulations all play important roles in tanker safety, but people remain central to how these systems work in practice.

A strong safety culture is built when crew members and shore-based personnel understand that safety is a shared responsibility. It also depends on creating an environment where employees can report concerns, discuss mistakes and identify potential hazards without fear of inappropriate blame.

Open communication can provide management with valuable insight into operational conditions that may not be visible through formal reports alone. Crew members working directly with machinery, cargo systems and vessel operations are often well positioned to identify emerging issues.

Effective leadership is therefore essential. Senior management can influence safety culture by demonstrating that operational targets should not override safety considerations and by ensuring that lessons from incidents and near misses are translated into practical improvements.

This creates a continuous feedback loop between onboard experience and management decision-making.

Risk Management Across the Vessel Lifecycle

Safety cannot be treated as an issue that begins when a vessel enters service. Risk considerations can influence decisions throughout the entire asset lifecycle.

During vessel acquisition or newbuilding, owners need to consider design characteristics, equipment specifications, maintainability and the operational profile for which the ship will be used. These decisions can influence safety and reliability for many years.

Once a vessel is in operation, maintenance becomes an important part of risk management. Critical machinery and systems need to be maintained according to their operational requirements, while inspection programmes should identify potential failures before they affect vessel performance.

Drydocking also provides an opportunity to address structural, mechanical and operational issues. A well-planned drydock programme can combine regulatory requirements with improvements that enhance reliability and reduce the likelihood of future operational disruption.

At the end of the asset lifecycle, decisions regarding continued operation, major refurbishment or disposal also involve risk considerations. A comprehensive approach therefore treats safety as an ongoing part of asset management rather than a separate function.

Learning from Near Misses

One of the most valuable sources of safety information can come from events that did not result in injury, damage or loss.

Near misses can reveal weaknesses in procedures, communication, equipment or decision-making before those weaknesses result in a more serious incident. Capturing and analysing this information can therefore help operators strengthen their preventive systems.

The challenge is ensuring that near misses are reported consistently and that the resulting information is actually used.

Simply recording incidents does not improve safety. Organisations need processes for analysing what happened, identifying underlying causes and determining whether similar risks exist elsewhere across the fleet.

Sharing lessons between vessels can be particularly valuable. A problem identified on one tanker may indicate a potential vulnerability on another vessel with similar equipment, procedures or operating conditions.

Fleet-wide learning can therefore turn individual experiences into broader safety improvements.

Connecting Safety and Operational Reliability

Safety and operational performance are often discussed as separate objectives, but in practice they are closely connected.

Equipment failures, procedural errors and inadequate maintenance can create safety risks while simultaneously affecting vessel availability and commercial performance. Conversely, reliable machinery, effective procedures and well-trained crews can contribute to both safer and more efficient operations.

This connection is particularly relevant in tanker shipping because unexpected operational problems can have consequences that extend beyond a single vessel. Delays can affect cargo schedules, port arrangements, charter commitments and wider supply chain planning.

Investing in prevention can therefore have economic value. Maintaining critical equipment, strengthening procedures and ensuring appropriate training may involve upfront costs, but these measures can reduce the likelihood of more significant operational disruption.

The commercial case for safety is consequently becoming easier to understand. Preventing incidents and unplanned downtime can protect both people and business performance.

Managing Complexity

Modern tanker operations involve an increasing number of interconnected systems. Navigation, propulsion, cargo handling, communications, automation, maintenance and shore-based management systems all contribute to vessel performance.

Greater connectivity and automation can provide operational benefits, but they can also introduce new interfaces that need to be managed carefully.

This makes system thinking increasingly important. Instead of examining individual risks in isolation, operators need to understand how different systems and decisions interact.

For example, a maintenance issue may affect machinery reliability, which could influence voyage planning and ultimately create additional operational pressure on the vessel. Similarly, changes in cargo operations can affect workload, procedures and the coordination required between different teams.

Understanding these relationships can help companies identify risks that may not be obvious when individual processes are examined separately.

Safety in a Changing Regulatory Environment

Tanker operators also need to manage an evolving regulatory landscape. Changes in international requirements, industry standards and customer expectations can introduce new operational responsibilities.

The challenge is not simply to understand new requirements, but to integrate them effectively into vessel procedures and management systems.

This requires clear communication between regulatory specialists, shore-based management and crews. New requirements need to be translated into practical instructions that can be implemented consistently onboard.

Training is an important part of this process. Crew members need to understand not only what has changed, but why the change matters and how it affects their responsibilities.

A well-managed compliance process can therefore become part of the wider safety management system rather than functioning as a separate administrative exercise.

The Role of Technology

Technology is increasingly supporting safety management, although it should complement rather than replace human judgement.

Modern monitoring systems can provide operators with greater visibility into vessel performance and equipment condition. Data can help identify unusual operating patterns, potential equipment problems or changes in performance that warrant further investigation.

Digital reporting systems can also improve the speed and consistency with which safety information is shared between vessels and shore offices.

However, technology is only as effective as the processes surrounding it. Data needs to be accurate, relevant and interpreted correctly. Too much information can also make it harder to identify what genuinely requires attention.

The most effective approach is therefore likely to combine technological capability with experienced human oversight.

Building Safety into Decision-Making

A mature safety culture ultimately depends on integrating risk considerations into everyday decisions.

Whether deciding how to schedule maintenance, prepare for cargo operations, manage a demanding voyage or introduce new equipment, operators need to consider both immediate objectives and potential consequences.

This requires safety to be represented at different levels of the organisation. Senior management establishes priorities and resources, shore-based teams translate those priorities into systems and procedures, while vessel crews apply them in practical operating environments.

When these levels are aligned, safety becomes part of the way the organisation operates rather than an additional requirement placed alongside commercial activities.

Turning Safety into a Competitive Strength

The tanker industry is increasingly recognising that safety and commercial performance are not competing priorities. A well-managed safety programme can contribute to vessel reliability, crew confidence, asset protection and operational continuity.

For owners and operators, the opportunity lies in moving beyond the question of whether the organisation is compliant and asking whether its risk management systems are genuinely helping it operate better.

That means learning from near misses, investing in maintenance, strengthening communication, developing people, using technology appropriately and continuously reviewing operational procedures.

The strongest safety systems are not static. They evolve as vessels, technologies, regulations and operating conditions change.

As tanker shipping continues to navigate a demanding and increasingly performance-focused environment, safety will remain one of the most important foundations of sustainable operations. The organisations that treat risk management as an integral part of business performance will be better positioned to protect their people and assets while maintaining the reliability and operational standards on which successful tanker shipping depends.
